Social Enterprises seek social solutions to improve the quality of citizens' lives by offering jobs to the less fortunate. By announcing plans for certifying social enterprises, the Ministry of Labor hopes to ease some restrictions in order to boost these companies and contribute to the community. Unemployed young men and low income women whose careers have been interrupted will be included in the target classes for employment and receiving benefits. In the past, major shareholders were not allowed to hold more than 50 percent of the company shares, but now there are no restrictions on the rate of share ownership, if the social goals of the company are clear based on the Ministry of Labor's examination. Moreover, this program will allow the chiefs of local governments to recommend and give preference to some social enterprises, when examining companies, to support them actively.
