As a result of “Global Saemaul Movement,” YU is now proceeding to create a great sensation internationally. Various major international organizations such like UN, WB (World Bank) and AARDO (Afro-Asian Rural Development Organization), and several NGOs expressed their will to participate. Among them, IFAD and UN-affiliated organizations recently shook hands with YU. IFAD: the International Fund for Agricultural Development IFAD is short for the International Fund for Agricultural Development. It is a specialized agency of the United Nations and was established as an international financial institution in 1977 as one of the major outcomes of the 1974 World Food Conference. The conference was organized in response to the food crises of the early 1970s, which primarily affected the Sahelian countries of Africa. The relationship between Korea and IFAD IFAD has 164 member states. The member countries are classified into 3 groups as follows: eight Members and eight Alternate Members (primarily countries in the Organisation for Economic Co-operation and Development) in List A; four Members and four Alternate Members (primarily countries in the Organization of the Petroleum Exporting Countries) in List B; and six Members and six Alternate Members; two each in the three regional sub-divisions of List C Member States (developing countries) in List C. Korea is the only OECD member nation in List C and also a founding state. When IFAD president visited Korea in 2013, he called on KOICA and the Korea Eximbank. The main business IFAD fund is used for rural poverty reduction, working with poor rural populations in developing countries to eliminate poverty, hunger and malnutrition. There are many IFAD-supported projects and programmes in remote areas, and have targeted some of the poorest and most deprived segments of the rural population. IFAD has recognized that vulnerable groups can and do contribute to economic growth. These groups have shown that they can join the mainstream of social and economic development, provided the causes of their poverty are understood and enabling conditions for development are created. 2014 KSP Saemaul Movement seminar was held Yeungnam University, Ministry of Strategy and Finance and Korea Eximbank held “2014 KSP Saemaul Movement seminar” with IFAD. KSP (Knowledge Sharing Program) refers to knowledge-based development cooperation projects sharing Korea’s development experiences with the partners. The seminar was centered around announcement and discussion of the Saemaul Movement experiences or cases. The panel discussed “Applicability of Saemaul Movement and IFAD” in the first session, “KSP Saemaul Movement Case Study and its Implication” in the second session, and “Korean ODA perspective and perspective of the IFAD” in the third session. Finally, YU and IFAD built a new global partnership exchanging aide-memoire. YU exchanged the aide-memoire with IFAD International organizations can subsidize developing countries for their rural development and eradication of poverty, but it is to seek real help. On the other hand, YU is helping developing countries while sharing information about agricultural education, business of technique for rural area development, study for Saemaul Movement and establishing the Saemaul University, and these processes will allow them to apply the information they have learned to the current situations. Therefore, YU has entered into a cooperation in terms of creating a great synergy effect, as the international organizations and the Saemaul Movement have been combined. Two agencies pledged to cooperate to improve the quality of life for people in rural communities to strengthen their abilities, leading the sustainable development policies, promoting international understanding of the importance of rural development, and groping ways for direction of joint development through the aide-memoire. South Korea has transformed into one of the major economic donors from being a donee and this may explain why Saemaul Movement has become globalized. We received a lot of help from the international community over the last 60 years. What we pass down to other countries is as a way of returning the help that we have received gratefully. Meanwhile, Jun Woo-seok, manager for the Center for Consulting & Project Management, said that YU and IFAD will push ahead with the detailed business plan from 2015. Though it may take some time, it is expected to create a significant synergy effect if IFAD in keeping with the name lead with YU for the reducting world famine and poverty.
