   "I took a lecture given by Cross Registration System(CRS), but how can I check my credits?" "Which is better KAIST or Sookmyung Women's University when I take a lecture as CRS?" These questions about CRS on can be found on Yeungnam University(YU)'s bulletin board. However, there are no answers. Many YU students didn't know YU is enforcing CRS. 
   CRS was introduced in 1997 and this system confirms the credits which are obtained from other universities that have an exchange agreement with our university. The purpose of CRS is pursuing open education through exchange students and lectures between universities. It has merits such as increasing transfers between universities, making a place of  fair competition and enlarging the range of choices for students.
   The academic exchange which stands on CRS can lead to many synergy effects. Transferring between similar local universities can contribute to the local culture and development of the economy by constructing a specialized local image. Also, exchanging universities between Seoul and other smaller locations can contribute to developing local balance and to improving the university's overall quality by evaluating serenely the other’s university. The Ministry of Education & Human Resources Development is urging CRS for each university and is reflecting the CRS's participants and number of installation subjects in  university appraisal.
  
YU is also enforcing a system like that of  CRS. The universities exchanging with YU are Sookmyung Women's University, KAIST(Korea Advanced Institute of Science and Technology), Kumoh National Institute of Technology, University of Ulsan, Dong-a University, Wonkwang University, Chosun University, Daegu Haany University, Kyungil University, Catholic University of Daegu, Daegu University. If the student wants to take a lecture by CRS he must obtain credits for more than 2 semesters and below 8 semesters, receive an average grade higher than 3.0 and the student must not receive a reprimand by school regulations. Daegu Haany University, Kyungil University, Catholic University of Daegu, and Daegu University fall under the Kyungsan local unified university. So, if the student wants to take a lecture given by these universities he can complete 18 units per one semester because these universities utilize the student exchange concept. In other universities, students can complete the maximum 6 units and they have to complete the rest at YU. How many students can participate in this program? In the case of exchanging from YU to another university the number is only one~two students per semester and from another university to YU is no one, as of now.
 
  As previously stated, CRS has some problems. First, many student haven’t heard of CRS because the university has not publicized it much although it is very beneficial. Many students avoid participation because the distance difference of exchanging universities. This is the main reason for  the low participation. Also, due to the difference of the school affairs system for each university many students get confused-register for a course, the date of examination, indicate the result of an examination, etc., Each university has a different date of like these so, students take an exam for a month awfully and suffer damage when they register for a course. Although
   The Ministry of Education & Human Resources Development recommends students can take a course of 12 units in another university per semester but, almost all universities limit this to only 6units. If the CRS enforces this in this manner it’s actually not necessary to go another university for taking a 6 unit course. However, universities continually enforce this system. 
 
  Then, what solutions are there for CRS? First, universities have to use public relations for CRS like a sending SMS(Short Message Service) to students personally. Now Sungkyunkwan University, Ewha Women's University, Pohang University of Science and Technology, etc., are using the campus's communication system or SMS service actively. Also, universities have to overcome the distance difference to offer dormitory housing and institutions for students who take a course as CRS. That could be very effective in rising the participate percentage. Also, universities have to make a united school affairs system regarding CRS between exchanging universities. For this, universities need to commonly recognize the CRS and make some regulations. Lastly, universities should adhere to the maximum units according those given by The Ministry of Education & Human Resources Development and also be governed by 'The Ministry of Education & Human Resources Development'.
   CRS started as program with a good purpose and a beneficial program for students. Then, universities need to present a realistic plan so that students can take a quality lesson and participate effectively. Also, now  breaking down the wall  is the topic of conversation and especially local universities need to acutely exchange between the national capital region universities as well as other local universities. CRS is an obvious sufficient condition for this. It will be very helpful and healthy for students’ development if the system is enforced well through the positive purpose of each university and the cooperation of all involved universities.
