In Jangneung Mountain in Gimposi, Gyeonggido, there are the tombs of King Wonjong and Queen Inheon, the parents of King Injo of the Joseon Dynasty. Designated as a UNESCO World Heritage Site in 2009, a problem was raised a problem by large-scale apartments being built 450m away, damaging the landscape of the cultural heritage site.
Some people insisted on demolishing the apartments that damaged the natural scenery. On October 4, a petition was posted on the bulletin board of the Blue House National Petition, which said, “We urge the deconstruction of apartments near Gimpo Jangneung.” They also added, “Don’t set a bad precedent.” and “We have to keep the cultural property.” The petition has more than 170,000 views.
There is also a legal problem. The Cultural Heritage Administration argues the apartments built without prior approval violated the Cultural Heritage Protection Act. However, the construction company says that the land was previously approved for housing site development. In addition, the company argues that it received approval to change the environment around the cultural properties in 2014. The problem is that regulations have tightened since then. The Incheon Metropolitan City Development was not included in the regulations made in 2017, so the construction companies started to build the apartments.
The Cultural Heritage Administration suggested to the construction company to change the building height and area. However, the construction company submitted a revised plan without changing the height. Instead, they submitted a plan to change the color of the exterior wall. They also suggested changing the pattern on the walls of the underground and underground parking lots. They also offered to include ponds and waterfalls.
In this way, the Cultural Heritage Administration and construction company are trying to solve the difficult.
